Boss, Kware dam is an active crime scene. What are civilians doing there? Retrieving those bodies ni kazi ya DCI not civilians.
It is a public matter, civilians are supposed to witness and make inferences to what happened. Why do you want it to be made a private DCI affair ?
How can bystanders/witnesses be allowed to interact directly with the crime scene and/or destroy or contaminate potential evidence? When Shakahola crime scene was closed off for civilians, was it a cover up then??

I don’t know but whoever it is should be wearing protective gear and handling those decomposing bodies professionally. Civilians doing DCI’s work cannot be tolerated in any country.
