Interms of houses you can find Apartments in ruaka with better finishes than some of the apartments in kilimani for half the price.

I would choose the area that is closest to my work place, closest to my social activities, pocket friendly, closer to good schools if you have kids, fresh air, security, size…etc
I would go for Ruaka.

Kilimani became a shithole waaaayback in 94 after the proliferation of habeshas,rwandese and sudanese. Drugs and prostitution was and still is rampant.
