Haha nice try. In most of those countries the organizations mentioned are highly organized crimunal outfits that control billions of dollars worth of criminal revenues.
In all these countries mentioned there is an element of collusion between the state or the elites who dominate the state power structures and the mafia. E.g in Japan the LDP has ruled for many years and cooperates with yakuza in post cold war Russia the mafia has been used by those in power for various operations.
In kenya the ruling elite is quite heterogenous and changes quite often e.g. from Kiambu mafia under Jomo to Baringo Mafia under Nyayo.
We don’t have a Mafia in kenya just rapacious and greedy elite who coopt criminal elements to help them retain power on a use and dump basis. Most kenyan criminal groups have a short shelflife and cannot be compared in longevity to the Yakuza,Triads,Cosa Nostra or even the american five families of New York
For a long time we were under single party rule and the dominant elite was formed under KANU. KANU was not homogenous that is why in 1992 the KANU voters were the KADU voters of 1963. We largely have ethnic elites who play a game of musical chairs and fight to get an opportunity to loot.
