President William Ruto explains why his government had not embarked on the development projects he promised during his campaign six months into office.

Speaking on Al Jazeera on Sunday, February 19, Ruto explained that the drought situation in the country caused the state to divert funds to address the calamity.

He revealed that the state has spent an average of Ksh5 billion monthly to mitigate the effects of drought.

"We are re-routing and reorganizing our budget. We have already spent close to Ksh30 billion on feeding, accessing food for livestock, and water tracking, and we will reorganize our budget further.

“We are re-assigning resources meant for development, schools, hospitals to feed people, livestock, and this year we are going to have failed rains,” Ruto stated.

The figures given by the Head of State indicated that his administration spent an average of Ksh166 million per day to counter the effects of drought.
Ruto further pointed out that the high cost of development loans in international financial systems, especially for African countries, made it expensive for Kenya to access funds.
“We are accessing development 100 times more expensively than they do which is not fair. The current financial setup is rigged against those in the global south especially those in Africa,” he pointed out.
The president maintained his call for international monetary institutions to review their rates to have African countries enjoy low loan rates as other sovereign states.
“Kenya and most African states are paying anywhere around 10 percent while our friends in the global north are paying between 0.05 to 0.1 percent. Those who pollute get development finance cheaper than those who do not,” he lamented.
Ruto further clarified why Kenya was the only country from the East African Community (EAC) which deployed military troops to the Democratic Republic of Congo (DRC).
He explained that all countries were supposed to deploy troops guided by a matrix and cause of action agreed to by EAC presidents.

Deputy President Rigathi Gachagua on Wednesday, February 22 seemed to retract his controversial remarks on the government being for those who only had shares in Kenya Kwanza.

Speaking during the launch of the Nairobi River Commission in Korogocho, Nairobi County, Gachagua stated that the government would serve everyone.

“Kenya belongs to all of us. Ruto’s government will serve everyone irrespective of how they voted.

The president will handle developmental matters while I will deal with streamlining the UDA party affairs,” he added.

Gachagua further stated that development will be done in all parts of the country since Kenyans deserved it through their taxes.

“We have pledged development in all parts of the country including Nyanza. However, only those who believe in the bottom-up economic plan will be allowed in government,” he remarked.

He added that it was only such people that would be able to assist the president in delivering his mandate to the people.

On February 18, while in Kericho County Gachagua announced that only those who were staunch supporters of Kenya Kwanza will be rewarded.

“This government is a company that has shares. There are owners who have the majority of shares, and those with just a few, while others do not have any," he opined.

"You invested in this government and you must reap. You sowed, tilled, put manure and irrigated, and now it is time to reap,” he added.

Church leaders on Sunday, February 26, faulted the government on what it termed as continued politicking way past the campaign period.

Through the National Council of Churches of Kenya (NCCK), the leaders urged the government to desist from campaigns and address pressing issues facing Kenyans.

On top of the demand list by the Church leaders was the need for President William Ruto’s government to address the high cost of living.

[B]“In regard to that, NCCK has noted that the people of Kenya are suffering from the spiraling cost of living,” the Council stated in part.

NCCK further faulted the government for what it termed an exorbitant increase in consumer goods and product prices.

“While the price of basic commodities has skyrocketed, taxation is now more than what citizens can bear,” NCCK lamented.

The council observed that setting up business in Kenya was no longer friendly because over-taxation greatly reduced profits.

“We call the government to take necessary measures to reduce taxation and make the cost of living favorable and friendly to all,” the leaders urged Ruto.

Lastly, the church urged the government to take drastic measures to mitigate the [/B][B]adverse effects of famine and drought.[/B]

“We request the government to declare the ongoing famine and drought as a national disaster because we are not expecting harvest earlier than July 2023,” NCCK requested Ruto’s government.

By declaring famine and drought a national disaster, NCCK revealed that it would attract donations nationally and internationally.

The statement by NCCK came days after Ruto revealed that he was working on reducing the price of basic commodities.

On Wednesday, February 22, the President revealed that prices of a 2kg packet of maize flour would soon retail at Ksh120.

“The opposition had five years of handshake and price of maize flour skyrocketed to Ksh230…My government has been able to reduce the price to Ksh180. Soon we will lower it to Ksh140 and finally Ksh120,” Ruto promised Kenyans during the launch of the Nairobi River Commission at Korogocho in Nairobi.

Deputy President Rigathi Gachagua launched a charm offensive to woo back former President Uhuru Kenyatta to the government’s side.

Speaking on Sunday, February 26, Gachagua expressly asked Azimio party leader Raila Odinga to stop ruining Uhuru’s reputation by forcing him back into politics.

He pointed out that he was willing to take back Uhuru and ensure he gets the respect he deserves as a former head of state.

Gachagua pointed out that Odinga’s public engagement fora to challenge the validity of President William Ruto’s presidency despite the Supreme Court ruling tainted Kenya’s reputation as a democratic country.

Meanwhile, he lashed out at Lamu East Member of Parliament (MP) Ruweida Obbo over her request to Ruto to buy two school vans for schools in her constituency.

Gachagua told off Obbo for expecting the government to do what was catered for under the National Government-Constituency Development Fund (NG-CDF).

“You have NG-CDF of Ksh137 million, buying school buses is not the problem of the president; tell him about roads, Industrial parks and water. You have enough money to buy buses for each and every school,” he stated.

During her address, the lawmaker lamented that her constituency had been left out of development projects allegedly because of her affiliation with Jubilee.

However, the MP declared utmost support for the Kenya Kwanza government and asked him to tarmac a 34-kilometer road in Lamu East.

While Gachagua teased that the delay was because she was in Azimio which focussed on demonstrations, he reiterated that the government would serve all including those on the opposite side of the political divide.
