My fren, when buying arms feom the US, it has to pass through the Pentagon in a program called Foreign Military Sales where the potential customer tells the US what they want, then sit back. From there, the pentagon will source for tenderpreneurs, the tenderpreneurs will deal with the Pentagon until the goods are ready to be delivered. Nowhere will the tenderpreneur and the customer meet. The Pentagon being the middle man, will handle everything, subject to approval by the State Department and finally, Congress.

Now, the other thing in play is the military industrial congressional triangle where arms manufacturers spread their plants across several congressional districts, so that they can have a lot of congressmen push for government contracts in favour of those companies, and in turn, the constituents of those congressional districts get jobs even the congressmen get jobs with those companies after they’re done with politics. If congressmen don’t play ball, they support their rivals in various ways including financially. The competitor to the company (L3 technologies) awarded the deal by Pentagon, IOMAX, is in the district that the congressman who complained is elected to represent. You see where I’m going?

Now, the original deal included training for pilots (atleast 50), ground crew, engineers and technicians; weapons (most important); spare parts and advanced technological equipment. Did those congressmen account for the above in their evaluation of the deal or did they simply just pick on the price of the aircraft ONLY and proceeded to raise hell that their constituent isn’t getting the deal?
