The CDF fund has been around for 14 years now, I would Expect the fund to have sorted this a decade ago.

Alafu kuna the equalisation fund that has been around now for 3 years for areas that have been marginalised before the new constitution was adopted, sasa unashangaa what do these governors do with these monies?
