Coz it’s shorter than traveling to Nakuru direct by road.

Kisumu-Nakuru=dash kilometers.

Note: Most oil in Kenya is imported from India ( Not even ARAMCO: which is closer )
Also note, refinery is a big multi trillion dollar business. If Kenya builds a refinery, it’s competitors can decide to make the Refinery investment a LOSS MAKING enterprise.
