The moon is only 3 days travel from earth. Mars is between 7 months and 2 years. Establishing a base on the moon is a stepping stone for future endeavors further out in the solar system, otherwise, if a country cannot even run a moon base, they should not even dream about Mars which is 100 times more difficult to conquer.
