What criteria does the public service use to employ or rather shortlist people for jobs?

Bribes and hope your godfather has enough pull within to get you inside
It should be common knowledge that most jobs are filled via internal connections before they are advertised to the public due to legal requirements. Securing an internal connection is done via bribe and has a high risk of you parting with your money. If job criteria’s mattered in Kenya, we wouldn’t have so many low iq types in govt jobs.
I have none of these. I usually apply hoping for the best. T for tuff.
It’s definitely not common knowledge or maybe I’m just naive.
Guess I’ll have to make peace with this then. Sigh.

For starters, reduce the application days. Instead of having 3-4 weeks open for sending applications make them shorter. Then as soon as you get applications start sorting sio kuchill until deadline ifike.
Just search for Public Service Commission, create your profile and whenever there are job openings you qualify for apply. All the best.
