Big tribes in kenya always dominate the smaller ones. Presidential candidates only need to focus on winning big tribes without bothering about the smaller ones.
In my view, I think it is high time we seriously considered electoral college system. However, for us to truly dismantle the relevance of tribe, all counties should have equal electoral votes- say 10 electoral votes for every county. This means that we will have made all voters in all counties have equal power regardless of their tribal numbers. And the candidate who wins the popular vote in a county is allocated all electoral votes- 10 of them. To win the presidency, he or she needs to get 235 +1 votes = 236 electoral votes.
This approach will make our politics less tribal while also giving counties equal weight.
For the candidate to win your county, he has to have very credible developmental agenda for that county. Let counties become the epicentre of electoral battles and the role of the tribe will drastically reduce.
Instead of a presidential candidate trying to win kikuyus, he will be out there trying to win specific counties.

@Banyamulenge :
Not too bad an idea …
But better still , turn politics from tribal parties and billionaire games into truly accountable , people focused , transparent , servant leadership of integrity.
-
totally eliminate political parties and tribal associations.
-
divide each of the 41 counties into 10 equal constituencies by land mass , regardless of population ( electoral college ).
-
the 10 constituencies each produce 10 Representatives ( …total 100 to form a county assembly…)
-
The county assemblies in turn nominate 10 to serve strict 1 year rotations in a National People’s Assembly of 410.
-
this yearly turnover ensures less incumbent issues and corruption.
-
the voters and county assemblies have the right of recall to any National People Assembly nominee who underperforms or is derelict in any way.
-
the National People’s Assembly Nominates a President , Deputy President , House Speaker and Head of Governance with a 5 year term of office.
( All can be removed or impeached by a 2/3 majority of the People’s Assembly).
The term limits for these top 4 Governance positions are vital to ensure we never again end up with Dictators , Shareholders or Hustlers in Government.
-
the maximum tenure of any Political or Public Service head is 2 x 5 years.
-
Service Commission Heads will be appointed by the various Service Commissions ( …subject to vetting by the People’s Assembly… ) for limit of 2 x 5 year terms.
-
The People’s Assembly via the Parliamentary Service Commission will hire and appoint the Attorney General , Chief Justice , Head of Military Command , Head of National Security , IG Police Service , Auditor General , Director of Public Prosecutions , National Treasury Chairman and Ombudsman General who will serve 2 x 5 year terms and be non-voting advisory members of the People’s Assembly.
The Service Commissions (… Civil , Judicial , Military and Parliamentary…) will hire and vet all employees apart from the heads.
This is how bad leadership and endemic Graft will be eliminated and make the business of Governance Efficient and Accountable.
