The Hutu, Tutsi and Twa inhabited Rwanda and Burundi what the whites called Rwanda-Urundi. They share a language and culture. Apart from the Twa who speak Kinyarwanda with two tones, the Hutu and Tutsi use three tones. The tribes intermarried and lived side by side. The Hutu were agriculturalists, the Tutsi pastoralists and the Twa hunters and gatherers who supplemented with pottery. The groups intermarried that there was no clear cut differences on their physical characteristics. Myths about the Tutsi being descendants of Somali or Abyssinian ancestors who moved to Rwanda started doing rounds when colonialists stepped into Rwanda. This was meant to show the Tutsis that they did not belong and they were superior. Yet Kinyarwanda has no known elements of Somalia, or languages spoken in Ethiopia that might point to the migration myth. Kinyarwanda is close to Eastern Bantu (close similarity with Gema has been acknowledged by Rwandese speakers).

The reason why Tutsis in Goma are celebrating is because they are exiles from Rwanda who were exiled during the Hutu atrocities against the Tutsi. History points to a likely migration of Tutsis from Congo to Rwanda hence the Tutsis in DRC consider it home. Local Congolese however say they should go back to Rwanda now that Tutsis are safe. Kagame’s I treats are two-pronged. Facing a bludgeoning population in a small hilly country, he wouldn’t want an influx of a huge population so he supports their stay there. Also his interests in Congo’s wealth. Having a standing and loyal militia that owes their stay in DRC to him he can use them as leverage incase his interests are threatened. Since the M23 reactivated, Rwanda’s Coultan exports have doubled…
To the Tutsis in Goma therefore the rebels are their passport to cementing their residence there and having a stake in the power structure of DRC.
Great evidence. As I explained above the "foreigner"tag is what makes them celebrate the rebels. They are their guardians. French Foreign Minister has gone to Rwanda to meet Kagame. The west know that to deal with the rebels in Eastern Co go, only one fellow can be negotiated with, Paul Kagame. Remember Obama called Kagame when Chief Nkunda had taken over the entire Eastern Congo and reached the outskirts of Kinshasa. Also Bosco Ntanganda who built a coalition of militias to found M23. Hillary Clinton talked to Paul and they agreed to throw the guy under the bus. Kagame told me to leave the battlefield and go to the US consulate in Rwanda for asylum. On reaching there he was handcuffed and taken to ICC.

You are confusing the Banyamulenge of South Kivu who migrated there during the Belgian Congo. North Kivu Banyamulenge as well as Congolese Tutsi are 100% native to the region because Eastern North Kivu was a part of the Rwanda Kingdom and only found themselves in the Congo because the Belgians put their lands in the DRC instead of Rwanda.
Goma is in North Kivu, not South Kivu. There have always been Tutsis in the area since the establishment of Rwanda as a Kingdom (Hutu, not so much actually, other Congolese tribes, Yes.)
The distinction between Banyamulenge, Congolese Tutsi, the immigrants of the colonial era and the refugees of the Rwandan genocide is virtually non-existent because Tutsi are not divided per se like along clan lines that are distinct like how say you can distinguish cross border tribes in Kenya like the Maasai, Somali, Kuria and Digo by clan and which clans belong here and which ones do not hence the confusion but the DRC does have a large population of native Tutsi.
Hutus originally came from the DRC but their home has been Rwanda and Burundi for a long time. The Kivu region had very few Hutu until the colonial era. I believe that the only Hutu groups that do overlap into the Congo are in South Kivu, mainly the Burundi Hutu spilling over into eastern South Kivu.
So how come the tutsis were paying tribute/tax to the local congolese Hunde Chiefs, the natives of the North Kivu area, for them to be allowed to live there? And when they refused to pay the tax they were ejected. Mobutu even revoked their citizenship and said they should move back to rwanda.
The fact that they were paying tax to be allowed to live in North Kivu, the ancestral land of the Hunde, means they were squatters/strangers/foreigners and North Kivu has never been their land.
