Once asked a “Manderan” about such allegations. He said it is true, but cited a lot of factors behind their reluctance to inform police. Like a typical attempt to inform police about any suspicious activity will have you being treated like the suspect. If anything, he claimed, such informants always fall victim to both shabaabs and police - There are policemen who snitch on informants to shabaabs and such.
In all, it is a complex wave of deception that most “Manderans” hope to be left out of by just keeping quiet since you wouldn’t want to be caught in the wrath of either police or shabaab. The jury is out there though.

When Westgate happened, I personally know of guys who were happy about it. Especially when it was rumoured the attackers were muslims annihilating Xtians. If you read some comments above, you will see a similar direction.
I have worked with the so called marginalized communities and in some of the places locals are so hostile and non accommodative that you are left wondering how to reach out to them.
I’ve learnt to only focus on meaningful debate, most talkers are trolls .

The owners of that hotel should be made suspects but more importantly, we should close the Kenya Somali border asap!!! Once their businesses start hurting they will give up the kebabs among them.
The border ought to be manned by drones and nothing not even animals should be seen moving towards or away from the border and any moving object should be blown to bits!!!
Alternatively, we can go low tech, we should transport lorry loads of wild boar to patrol that border any moving object should be sprayed with boar entrails :D:D:D
