I’m sure it has to be through some ISP, what are my options and what can I expect to pay for what speeds? Traffic is 99% local.
I’d like to host services/infrastructure at an office here in Nairobi accessible behind a VPN. I’d also like to host website and other services on my own hardware.
You need to be specific bro with what you mean by your own public IP.
I hope you don’t mean block of IPs if its this other normal IP assigned by ISP. You just need a dedicated internet and you are sorted.
Start by determining what services you intend to offer, the criticality, and the expected number of users. That will help size the bandwidth required and whether or not redundancy will be needed.

From what i recall, a /28 block was costing about 5k with one of the major ISPs. That was a one time cost, exclusive of the monthly charge for internet. 1Mbps dedicated was costing around 10-12k with JTL.
As stated above the # of IPs you need and bandwidth will be determined by your business requirements.
