It’s sad. But not sure this is CPS. CPS only come in if abuses are reported. Otherwise they have no legal right. So if nobody reported anything, they were largely outside the loop. And the lady had given up rights to her 17 year old which means she was not legally responsible for her. Grandmothers, family members could have saved those kids. A simple phone call would have saved them. Their own grandmother kicked them out. She lived with them for 3 years. You can kick someone out but visit and see how the kids are doing. If you can’t access them, call the police to do welfare checks. Now the grandmothers are in the news displaying shock. You wonder where they were in more than a year. The girl is 17 probably living with a man ( pimp) somewhere.
