Horror in Bouca: Wagner savagely decapitates two Central Africans.

Russian mercenaries from the Wagner Group committed an act of unprecedented barbarity in Bouca, in the Ouham-Fafa prefecture, on Tuesday, July 23. After capturing a former anti-balaka leader and his bodyguard, they publicly beheaded them in a macabre scene, defying all notions of justice and the rule of law.

Bouca: A bloody operation at dawn.
Around 4am, Bouca residents were awakened by heavy gunfire. Russian mercenaries, who had come from their base in Batangafo, launched an assault on the home of José Béfio , a former anti-balaka leader who briefly joined the national army. For two hours, intense gunfire took place in the SOCADA neighbourhood, forcing the terrified population to flee into the bush.

Bouca: A summary execution as justice.
After capturing José Béfio and his bodyguard, the Wagners, supported by a few FACA soldiers, took them to the Bouca military base. Instead of handing them over to justice, the mercenaries carried out a summary execution of unimaginable cruelty. The two men were tied up, then beheaded with a bladed weapon. In a macabre scene, their heads were placed between their spread legs before being photographed.
Bouca: A message of terror in defiance of the law.
By posting these atrocious images on social media, the Wagners are sending a clear message to the Central African population: submission or death in atrocious suffering . This demonstration of brutal force flouts all national and international laws, without any reaction from the so-called Central African authorities.
The complicit silence of the authorities.
The inaction of the authorities in the face of these repeated abuses by Russian mercenaries in the Central African Republic makes them complicit in these crimes. Supposed to guarantee the rule of law and the security of citizens, the Central African leaders seem to have abandoned the country to Wagner’s barbarity. This situation raises serious questions about the real sovereignty of the CAR and the total impunity enjoyed by these foreign mercenaries on its soil.
A deafening silence from the international community.
Faced with these multiple atrocities by Wagner in the Central African Republic, the lack of reaction from human rights organizations is incomprehensible. Where are Amnesty International, Human Rights Watch and the other NGOs that claim to defend human dignity? Their silence in the face of these flagrant war crimes is a betrayal of their mission.
The United Nations, guarantors of international peace and security, are also conspicuous by their inaction. MINUSCA, which is supposed to protect civilians in the Central African Republic, seems paralyzed in the face of Wagner’s repeated abuses. This passivity calls into question the effectiveness and very legitimacy of the UN presence in the country.
An urgent call for international justice.
It is imperative that the International Criminal Court (ICC) take up this case immediately. The evidence is there, the crimes are documented. The impunity enjoyed by Wagner mercenaries must end. The international community can no longer look the other way in the face of these flagrant violations of international humanitarian law.
Where is the voice of the Central African people?
Central Africans who love justice and peace must make themselves heard. Civil society, religious leaders, and intellectuals in the country cannot remain silent in the face of this barbarity that is sullying their nation. It is time for the Central African people to rise up and demand the departure of these mercenaries who are sowing terror instead of bringing the promised security.
The urgency of international mobilization.
This case must not be forgotten. It is time for the international community to wake up and take concrete action to put an end to these abuses. Targeted sanctions against those responsible for Wagner, an independent international investigation, and increased support for Central African judicial institutions are urgent measures to be taken. The plight of the Central African people can no longer be ignored by the rest of the world.
