Ask yourself how comes China isn’t seeking ways to serve that huge portion of the market because even in China most ordinary Chinese can’t afford to access the internet on fancy phones with 5G capability.
So why is China so keen on the high speed end of the table? It’s because they want the rich guys to adopt it so they can listen in more easily. Capture the data at the source.
