Pc, linux, osx or mobile? Android, Windows Mobile or ios? Each might be dependant on a specific language which is not used on another platform. Some use apis different from another. Thats why its food to specify which platform he wants the app to be built on. Rare to find a dev creating for all those so is it a crime to ask?
