If he is as brilliant as he claims should will figure out how to get himself out of the streets, people of lesser capabilities have been in worse circumstances and pulled through, we don’t owe him anything.

County Governments are giving bursaries for all levels of education. I believe that should have been his first stop in his quest to solving his problem.
I believe the course he’s undertaking is Engineering in nature and he’ll be of great use to his County, once he’s through.
