First, the application should be in form of groups and not individuals.
Second, there should be a minimum amount which the group should be given.
Third, the applicants should have a clear business plan or an already existing business.
Fourth, the government should monitor the progress of businesses funded by the money.
Anyway naona watu wengi watanunua tu unga na kupiga sherehe and most will just default on payment.

poor strategy, you do not give people money without knowing whether they will be able to pay back.
They would have given the money indirectly for example through Safaricom since the government is already a major shareholder.Safaricom would have had a way of getting the money back whether the person wanted to pay or not.
