Turns out there are people who keep track of MPs performance in parliament. Granted, there are guys who aren’t vocal in the assembly, but how do we keep track of their developments at constituency level?

It’s part of the job. Legislation involves passing bills, motions and being on committees. The MP should have a track record of how he effected this while in the assembly.
I know but nobody cares about bills. I’d rather elect a guy who is always quiet in parliament but helps bring development to his constituency, that’s the reason MPs get elected by people in his constituency and not nationally.
MPs are elected per constituency for representation in law making, that is why we have special MPs like the visually handicapped, etc. Their development role became irrelevant when we assumed counties.
Hehehe…let’s wait and see how many MPs will get re-elected on the basis of passing bills. Ideally, this should be the case but the common mwananchi just does not care about bills my friend, ask Jakoyo.
This thinking is what feeds to the justification of MPs getting large salaries “to help their people” and CDF which duplicates the role of devolution. Wit gout a policy framework where people do what they are supposed to do the best possible way, then people start guessing what they are supposed to do and use MPs platforms to push other agenda outside their scope. Clarity of purpose will bring the best laws and create order in lawmaking and oversight. And the hardworking Kenyans will develop by themselves in that framework.
The primary function of a member of parliament is legislation. Legislation is a process that takes place through discussion that also involve parliament.
If the MP has never been in the legislative process, then that person has failed to perform their most important task.
This is not directly the MPs job. He doesn’t award the contracts neither does he pay nor hire KENHWA/KURA Engineers. There are bodies that are in place to do this. He, however should be liable for the oversight. He should make sure there are bills in place to ensure companies hire competent engineers, that local or foreign (read Chinese) contractors are held liable for his constituents/tax payers dues. So, pass those bills. If he can’t do that, then there is no reason for him to hoodwink constituents with CDF Projects.
Not helping people using their salaries, what I mean is that they should push for development projects to be carried out in their constituencies e.g. construction of roads, factories, irrigation schemes, hospitals etc i.e. projects that are carried out by the national government not by the county government.
Human beings are naturally selfish so we prefer someone helping us directly as opposed to an MP for example who will only pass bills that will not have a direct impact on his constituents. Catch my drift?
