“We suspect the ballot papers have already been printed. They are under special transit goods that are to be transported from greenhouses which are already in the country,” he said.
“The goods will be transported to certain regions which will be cordoned off as no-go zones by military personnel who are to be deployed.”
The NASA presidential candidate said the idea of asking parties to send agents is “total hogwash”.
“…the ballot papers are already here. We are going to copy this letter to the IEBC. You can see the reason why there was insistence that Al Ghurair must print the papers.”
Raila said they will not go to the election until they are sure the process will be free, fair, and credible.

“At the opening of the polling station, the presiding officers will show party agents the number of ballot papers issued and record them in the polling day diary, complete with the unique serial numbers. At the end of polling, the presiding officer will record the number of unused ballot papers and provide the same to the agents.”
People spoil ballot papers all the time, and the procedure is that the spoilt one is cancelled - as long as it has not entered the box, and a fresh one is issued. There must always be a proviion for those errors, and the IEBC must assume that ALL voters will be there (100%). It would be folly to 'estimate that 75% will come and to be surprised when 90% show up.
