Because it is accepted by the UN General Assembly as an Observer State (much like the Vatican City) but not a member state with which it can participate in the UN Security Council resolutions, which therefore means it is not a full governing state body.
In order for it to be considered a full member of the UN and be included in the Security Council it needs to be voted in without having any of the permanent members of the Council (i.e. U.S. Britain France China Russia) veto the votes. There have been a number of attempts to make it a full body state in the Security Council, but one permanent member vetoes it every time…
