Getting Passport number using ID Number

A friend disappeared to those middle east countries about 3 years ago. All the family has is their kin’s ID number. They are trying to find out if she is alive wherever she is. The agency that took her there says that the only way for them to check her out on their database is using Passport number. The question is now, using a ID number, is getting the Passport number possible?
