Not criminal dealings necessarily, just legal probing and economic analysis of the deals he might have made for the state and on behalf of the state. Were there any gentleman unwritten agreements ? How economically sound are they? Can they be enforced ? What are the legal liabilities undertaken by his dealings ? Basing on his emotionality, were there non-objective deals he might have made out of anger or happiness?
