Let us begin with the basics …
Kenya has 349 members in the National Assembly, which includes 290 members elected from single-member constituencies, 47 women representatives from each county, and 12 nominated members.
The Speaker is also a member of the assembly but is an ex-officio member, bringing the total number of members to 350 if the speaker is counted.

But to answer your question directly…
The ICC is a UN Affiliated body with no enforcement arm over any National Jurisdiction.
In short , it has no “teeth” to get tye job done and relies on the “Goodwill” of member States to effect arrests , aid with investigations and deliver the culprits to the Hague for prosecution.
BTW ..
The USA is not even a signatory to that convention …
Meaning that someone like Donald Trump will never see any justice for the Extra-Judicial killings currently going on with US forces in the Gulf of Mexico.

Those basics need to be changed, and the way to do it is to start educating others to understand these things. There is phenomenal power in multitudes, but the multitudes must have the right mindset. We must change one mind at a time. In fact we wouldn’t even need the ICC if the AU was a body which means business. Africa would have its own continental court, and all these despots would have a good maximum security retirement home up in the Ruwenzori mts, at a place like the Kalahari desert, Robben Island, or on a dry ridge somewhere in Cape Verde

Generally, the ICC only pursues cases that serve western interests, its sort of like the EACC comes after you when you start criticizing Kasongo.
