Filing returns, what does this mean?

Can somebody explain to me what that means? Under payment registration, when I fill out the fields I get that, if I select any of the records, Total amount to be paid at the bottom doesn’t change though. What exactly is this?

Their rule is u have self-assessed urself ukasema unafaa udaiwe so, lipa before any further negotiations.
