Ok, didn’t know that. Lakini if government regularly bails out mismanaged companies like Mumias, Webuye Paper Mills and coffee farmers, and wastes billions on useless projects, why can’t they waive these loans, say every 5 years? The way I see it, if you received your loan and played your part i.e. graduated from university but have gone for like 10 years without a meaningful job, then the government has an obligation to clear that loan on your behalf. Imagine someone who graduated but has been living hand to mouth. This guy tries to start a business but cannot access loans from financial institutions because HELB already forwarded his details to CRB. Hapo ndio hata jamaa wa nduthi mwenye alidrop out akiwa class eight hukuuliza “sasa wewe juu ulipata degreeee, umenishinda na nini?”.

Of course itakua na terms and conditions. With digitization of records, it’s becoming harder for people to hide. Before, only people who were employed could be reached to repay their loans. Now, even self employed people can be tracked down e.g through their tax records. I’m just thinking if the government has all your records for at least a decade, and can prove that you’ve been genuinely unable to pay, you deserve to have the slate wiped clean. If all these new policies are implemented, i.e. cooperation between HELB and KRA, immigration and various other government agencies, then it will be in peoples best interests to repay their loans. HELB should even go a step further and sign agreements with foreign governments to track down these people who flee and fail to remit payments, in the belief that they won’t come back to Kenya. If, after coming under this severe pressure, someone is still unwilling/unable to pay, then maybe they deserve to be assisted.
