The issue of the drone was in the press even before Trump tweeted about it. He learnt about it from the news just like the rest of us and that was way back before he was POTUS.

A President has no business Tweeting about a sensitive diplomatic event. And if he does so against all advice, throwing a tantrum on Twitter like a 4-year old after the Chinese offer to return the drone (which they have every right to detain in the first place) is a perfect way to make security organs distrust him and avoid keeping him informed.
