Every road that is build has a life span after which it should be rebuild a fresh. It also has an annual maintenance budget E. G the Nairobi expressway has a lifespan say 50 years, after 50 years it should be demolished and a new expressway put in place.
I don’t know exactly if Nairobi - thika is the famous thika road. But the road is always maintained where someone is given a construction to ensure the surface, lighting, markings, drainages etc are to the expected standard.
If that is the road Mr Ruto is talking about, then someone believes Kenyans are potatoes
