I think even with all its negative devolution has some few positives I was in Bungoma county last week and went to some rural village to my surprise the road is tarmacked, had it been purely central government I doubt anything will have happened to that road.
Travel to far-flung counties you will note some positives albeit small, the other option would have been a centralized government with no real positives mashinani
