Write a very terse letter to the County Engineer complaining of the said fee requirement. Make sure you also get info from all the guys who have already paid for culverts to be installed on their accesses.
Don’t submit it to the County Engineer yet. Submit a copy of that letter to the Site Agent/Site Engineer. Make sure you include your contacts as the Area people’s representative. Come back here and tell us what happened afterwards.
Also, If your MCA is like the rest, don’t be surprised when you end up paying 40k per culvert after raising the issue with him.
