reducing the number of counties will be next to impossible, the counties are divided along ethnic lines and emotions may run high on chances of domination by bigger tribes.
But we can reduce amount of Mps, scrap women reps, set a mandatory percentage that will be spent on development compared to recurring expenses, reduce mps/mcas work to only oversight because for now they all have kitties to spend on “development”
This is where people go wrong when thinking of unemployment reduction.
There is productive employment where goods or services are produced (quality civil service).
On the other hand there is unproductive employment that produces little to nothing driving the economy downwards, this is the hole in which MCAs & Women rep lay.
The guys who wrote the constitution are to blame. They copied the US constitution all wrong, Counties are meant to be led by County Reps who meet at the House of Representatives to make laws. That means a Kenyan governor will only be viewed as mere MP in the US.
This is what happens when you shamelessly slap the US constitution onto the old British constitution.
Don’t mix the two ,job creation and government . We need a lean but functional government . We spend too much on salaries yet no service to show for it. Most are all hired without merit .
You enter a government institution and basically pay for services in form of bribes just so you can get served.
Less people more productivity .
If government good adopt a good organisation structure, that is what we need .
