So back at ocha, we have this little permanent stream that springs from our land and serves the neighbourhood downstream during dry seasons. Recently I went to check it out and found a huge lump of soil that had almost blocked it. On further investigation Í found that the soil had been washed down from a nearby road construction project.
My question is, which institution should I approach t handle this matter? And if so who should bear the cost?
