Most probably. These countries that have had civil wars for several years never really heal completely. Kids are usually lurking everywhere in the fringes of the CBDs, armed with machettes and ready to commit crime given an opportunity.

Reminds me of 2007 PEV in Naivasha between hired mungiks & Luos working in flower farms.
