There is a presumption of innocence. You are presumed to be innocent until the court is presented with evidence to show you are guilty. The evidence will be produced at the hearing.

In line with the principle of presumption of innocence is the right to bail. You do not deny someone their freedom unless they are found guilty of an offence. Bail is CONDITIONAL release. You are released on condition that you will attend Court as and when required. If you do not show up, the court issues a warrant of arrest, you will be re-arrested and put back in custody. The property you lodged with the government is forfeited to the state.
Babu Owino is an ass hole. But whether I hate him or not, he is entitled to bail. The presumption of innocence applies to him as well.
Lastly, Andayi is not perfect, but he is quite competent and knowledgeable as a magistrate. He did no wrong in releasing Babu on bail.
