The government makes it difficult to own old cars to support the all important motor vehicle manufacturing industry. they have many incentives to buy new cars. Old cars are disposed off to india, pakistan, kenya, and a host of other countries. the remainder are junked. Its a sort of a conveyor belt that carries money from second rate natural resource rich countries to natural resource poor developed and well organized countries.
