If they’re so worried about high salaries then let them lead by example by taking a pay cut. Otherwise they’re just hypocrites and the strikes won’t stop. If they wanted to nip all this strikes in the bud they would just take lower salaries and allowances and have the high moral ground by leading by example. This is an example of the tragedy of the commons.
