In a press briefing at State House, Ruto noted that Mutyambai had requested to proceed on terminal leave and he (the President) accepted his resignation. Further, he noted that Kinoti had also tendered his resignation and directed the Head of Public Service to appoint someone else to be in an acting position.

President William Ruto has given Deputy President Rigathi Gachagua executive powers to chair cabinet committee meetings.

Ruto made the announcement at State House while unveiling his Cabinet.

Gachagua will also be tasked with fostering good relationships between the devolved system of government and the national government.

Ruto noted that this role was cognisant of his role in chairing the Intergovernmental Budget and Economic Council (IBEC).

"He will deputize the President in all functions that are allowed in the constitution.

“The Deputy President will also oversee the implementation of all cabinet decisions across all ministries and departments,” he announced.

Gachagua was also tasked with coordinating constitutional commissions and independent offices in matters that require the intervention of the national government including but not limited to budgets and policy frameworks for their operation.

The president also announced that Gachagua will also coordinate the planning and supervise the implementation of development partners’ funded programs and projects.

Ruto noted that the assigned roles were those that were agreed on prior to the August 9 polls.

Gachagua’s roles had been included in the Kenya Kwanza agreement that was signed between the United Democratic Alliance and affiliate Kenya Kwanza leaders.

The announcement was made at State House by the Head of State, who has made good on his campaign promise to Western region that the ANC leader will be given the job. Dr Ruto had also promised that Bungoma Senator Moses Wetang’ula would clinch the National Assembly Speaker seat.
“I also want to thank Luhya leaders, led by Wetang’ula and Musalia, for joining my team to bring home victory and I want to assure all that every promise we made we shall fulfil. As we move forward, Mr Musalia shall be our Chief Minister, who will mobilise all the resources that will take Kenya ahead,” Dr Ruto said last month after he was declared President-elect.

[SIZE=6]‘Gentleman of Kenyan politics’[/SIZE]
Described as a laid back man who carefully thinks over what he says and does not rush into making decisions and public pronouncements, Mr Mudavadi has earned the tag of “a safe pair of hands” from his supporters. Some have also described him as a non-polarising character and “the gentleman of Kenyan politics”.

Mr Mudavadi, who served as Kenya’s seventh Vice President (VP), was first elected MP in 1989 after the death of his father, Mr Moses Mudavadi. He was elected unopposed in Sabatia constituency and went on to be re-elected in 1992, 1997, and 2007.
Soon after, former President Daniel Moi appointed him Minister of Supplies and Marketing until 1992 when he was elevated to Ministry of Finance between 1993 and 1997. He has also served as Minister for Agriculture, and Transport and Communication between 2001 and 2002 when he was appointed to the office of VP.
He served three months in the office of the Vice President, the shortest sting in Kenyan history.
He was appointed VP in October 2002 to replace the late George Saitoti, who Moi had sacked in a succession war after he chose Mr Uhuru Kenyatta as his successor. Mr Mudavadi was Mr Kenyatta’s running mate in the 2002 general election. He ended up losing that bid as well as his Sabatia Parliamentary seat.
Mr Mudavadi made a come back in 2005 during the campaigns for the new Constitution. He joined the NO camp that was opposed to the draft that the Kibaki government had proposed. The camp emerged winners of the referendum. In the 2007 presidential election, Mr Mudavadi was Mr Odinga’s running mate, but again they lost to late former President Mwai Kibaki.
He was a member of the national reconciliation team that negotiated for peace after the bloody events of the 2007/08 post-election violence and was appointed Deputy Prime Minister and Minister for Local government in the Grand coalition government of 2008/13.
He defected from ODM to his United Democratic Forum (UDF) through which he contested the 2013 presidential race, coming third.
He severed ties with UDF to form Amani National Congress (ANC) in 2015. ANC was part of the five political parties that merged in 2017 to form the National Super Alliance (Nasa) which fronted Mr Raila Odinga as its presidential candidate. Nasa lost to Jubilee in the election held on August 8, 2017 but the Supreme Court nullified the outcome due to irregularities.

In January 2022, he joined hands with Dr Ruto to form the Kenya Kwanza Alliance ahead of the 2022 general elections, which the latter won and became the fifth President of Kenya.

Former Tourism Cabinet Secretary, Najib Balala, ex-Makueni governor, Kivutha Kibwana, and renowned economist David Ndii are among the big names who missed out on President William Ruto’s cabinet.

Former Kitui Deputy Governor Peninah Malonza was named as the Minister for Tourism - the position Balala held for 12 years intermittently since 2008. This is despite the ex-CS being the first to warm up to Ruto following his election as president.

According to Nandi Senator Kiprotich Cherargei, the president awarded those footsoldiers who stood by him throughout his journey to State House. Cherargei ridiculed Balala, likening him to the now-viral meme - Murife.

On his part, Ndii, who was linked to a cabinet position following his integral role in conceptualizing and explaining the bottom-up economic model, was also left out.

The finance docket was entrusted to former Central Bank of Kenya (CBK) governor, Njuguna Ndung’u, while Simon Chelugui was retained, and transferred from Labour to the Cooperatives and MSMEs ministry.

Kibwana, who joined Kenya Kwanza from Azimio after the election results, and his fellow defector, former Meru governor, Kiraitu Muringi were also left out.

Notably, the tough-talking Education CS George Magoha was also vacated from the helm of the high-stake ministry. Magoha, who stated that he would work with the incoming government if given the opportunity, did not find favor in Ruto’s eyes.

However, a number of loyalists to the Head of State including former Kakamega Senator Cleophas Malala and ex-Laikipia Woman Representative Cate Waruguru were not considered for the prime cabinet roles.

Nonetheless, they stand as valid candidates to be appointed as Principal Secretaries and Chief Administrative Secretaries (CAS) of the various ministries.

Questions also linger about Kiharu MP Ndindi Nyoro, who is a close ally o the president and was part of his delegation to America. However, Nyoro may have chosen to remain a lawmaker as an appointment would mean rescinding his seat.

Other missing big names included the Director General of Ruto’s campaign secretary, Josphat Nanok.

Ruto also nominated Japhet Koome as the next Inspector General of Police.

In a statement issued on Tuesday, September 27, Ruto indicated that Koome will succeed Hillary Mutyambai who resigned and proceeded to terminal leave. Koome will be subjected to vetting in Parliament before being sworn in as dictated by the Constitution.

“The Inspector-General is appointed by the President with the approval of Parliament; and shall exercise independent command over the National Police Service, and perform any other functions prescribed by national legislation,” reads Article 245 of the Constitution.

Prior to the appointment, Koome was attached to the Kenya Police College situated in Kiganjo.

He has vast experience in the police service as he served as the Nairobi police commander in 2018 before being promoted to become the principal assistant of the Deputy IG.
