An argument can be made that Ruto’s initiatives haven’t helped hustlers as promised. What he’s effectively done is make them more visible to the taxman, push many into debt, and force price hikes just so they can survive the new costs of operating “formally.” That’s not empowerment — it’s exposure. And for most of them, it’s a net negative.
