I have heard both Ruto and Raila talk about bipartisan reforms. This time I would recommend these reforms.
Devove more funds 40% of all revenues.
Devolve more functions -primary and secondary education infrastructure. Let curriculum and human resource remain with national govt.
Devolve management of national parks and forests.
Make senate the upperhouse in charge of vetting and approving all government appointments.
Legalize the position of CAS and reduce their number constitutionally to 22.
Reduce the number of constitutional commissions.

Where is that requirement in the constitution?
All action by IEBC have to be court approved
IEBC is an independent body with a mandate to ensure credibility of an election. It’s like telling me all actions by the Treasury have to be court approved. Court doesn’t know anything about running elections. It’s not their specialty.
