Just after the division between East and West Berlin and right before the Berlin Wall was built.
The staggering scale of destruction aside, I can’t help but notice the stark contrast between the size of some of those buildings and the people. Some buildings are so big that the people barely reach a quarter of the height of the doors! Very curious. Also the splendor of the said buildings is way beyond the people of that time and their technology.

What does that article have to do with your claim? Where’s your effidense that East Germany was poorer than Kenya in the 1980s? Some casual Googling shows me East Germany’s GDP was $160 billion in 1989 with a GDP per capita of $9,679. At the same time, Kenya’s GDP was less than $20 billion with a GDP per capita of less than $1,500. So what do you mean when you say East Germany was poorer than Kenya?
