The system works this way;
First, the kiems kits will be preloaded with the primary data that means all your biometrics. So once you go to vote the clerks will use the gadgets to identify you by using your fingerprint from the first finger. Now here is where all the hullabaloo begins, if the system can’t recognize you using the first stage, there’s already a predefined protocol on how they should move forward with such a case. A point to note is that the clerks have access credentials within the system upto a certain point and for the second stage, the IEBC staff will have to gain access to the biometrics that contain details of the rest of your 9 fingers. For this process to be possible, you’ll need the intervention of the presiding officer who has a higher clearance within the system and can be able to gain access to such details. If that stage still doesn’t work, the credentials required to now gain access to the backend of the system so that they can be able to see the full details of the supposed voter. The best thing about identifying voters electronically is that the system automatically archives any voter that has presented him/herself for identification thereby negating any chance of double voting juu with the manual register, politicians can liaise with IEBC staff to avoid crossing out the names of the votes so as to indicate that they have already cast their votes until the official closing time when the polling stations will be closed. This means that the voter can go ahead and vote as many times as possible for their favorite candidate without any problem of being red flagged.
That is why IEBC clearly don’t favor the manual register and have placed it as the last option where every possible option has been exhausted. Hon. Odinga on the other hand is insisting on the manual voters register to be the PRIMARY backup for the identification and not the tertiary incase the kits fail to work.
The person who understands why he is insisting on that being the case and why Hon. Ruto seems to be so comfortable with the IEBC’s decision will have cracked the black swan moment that is about to happen in less that 40 days that can give one of them an upperhand in terms of the final numbers.

And the protocols are not realistic because all IEBC staff are usually too busy to solve any problems and they have angry voters and party agents on their backs. Actually there’s a loophole that exists where a politician with enough influence can make this exact scenario to happen. Listen to some of the questions and suggestions made by Veronica Maina and Makau Mutula during the last meeting with the IEBC.
