Deputy President William Ruto is expected to travel to the United States and Britain next week in a 12-day political charm offensive.

The high-profile foreign trip will see Dr Ruto take a break from his presidential campaign to meet government officials, elected leaders, global policy think tanks and Kenyans in the diaspora.
This is the first time the DP will visit the US since he was elected second in command in 2013.

Yesterday, officials at the Ministry of Foreign Affairs said they had given the green light for the trip, which they clarified was not official government business.
“The trip is cleared to take place. Although it is not on official government business. It is permission to travel,” said Principal Secretary Macharia Kamau.
The DP is expected to deliver a speech at Georgetown University on the evening of Wednesday, March 2, said a statement from the Carnegie Africa Programme, a non-governmental organisation based in Washington, DC.

The event, where the future of governance and economic development in Kenya, East Africa and the African continent will be discussed, will be chaired by Karen Bass, a US congresswoman who chairs the house foreign affairs sub-committee on Africa, global health and human rights.
“We are honoured to host the Deputy President of Kenya William Ruto and US Congress member Karen Bass for a conversation on politics and policy,” read the brief statement posted on the organisation’s website.
Mr Ken Opalo, a Kenyan who teaches at Georgetown University’s Walsh School of Foreign Service, will be the moderator alongside Carnegie Endowment for International Peace Africa Programme director Zainab Usman.

At the Carnegie event, the DP is expected to outline before an audience of American think tank scholars and the media what are likely to be his policies on foreign relations, the war on terror and trade if he wins elections in August.
“He has been invited by the US government to attend a series of events but specifically he will speak and field questions for one and half hours from the American policy analysts in Washington, DC,” said a source, who didn’t want to be named as he is not authorised to speak to the press.
Dr Ruto’s office, it is understood, was also working to see if he could meet with his American counterpart Kamala Harris.

He will then meet Kenyans living in the US at the Mt Calvary Baptist Church in Washington on March 4 before he travels to the United Kingdom to deliver a speech at Kings College in London.
The planned US and UK trips, coming less than six months before the August 9 presidential election, is seen as a strategic rebranding move by Dr Ruto to establish crucial backing in the two influential foreign capitals.
The DP also plans to meet Kenyans in the diaspora, a critical segment of the population that could offer massive financial backing, many of whom will be voting for the first time in this year’s elections. Such support can bolster his bid for President and strengthen his international credentials.
On the trip, the DP is expected to be accompanied by Amani National Congress leader Musalia Mudavadi and MPs Ndindi Nyoro (Kiharu), Alice Wahome (Kandara) and Rigathi Gachagua (Mathira), among other allies and aides.

Dr Ruto’s foreign trips have been riddled with controversy since he was indicted by the International Criminal Court over charges of crimes against humanity in December 2010. His case was terminated in April 2016.

[SIZE=6]Earlier trip cancelled[/SIZE]
In May 2019, a planned trip by the DP to the United States and Canada was cancelled at the height of rising political tensions and factionalism in the ruling Jubilee coalition.
The trip was planned with a large entourage consisting of top officials from the DP’s office and a host of MPs. It was not approved by State House.
Dr Ruto’s communications secretary David Mugonyi explained that the DP’s 2019 trip had been planned but cancelled because of what he termed “tight scheduling challenges”.
The DP’s foreign tours then coincided with President Uhuru Kenyatta’s.
Dr Ruto was to fly to the US for “various official engagements” and proceed to Canada to speak at the Open Governance Partnership Conference but the trip coincided with the inauguration of South African President Cyril Ramaphosa, which President Kenyatta had to attend.
In February 2019, Dr Ruto travelled to the UK and gave a lecture at the Royal Institute of International Affairs, commonly known as Chatham House.

Global superpowers like the US and the UK are influential in determining who becomes President in Africa.
In August last year, Dr Ruto was stopped from flying to neighbouring Uganda in what his supporters claimed was a state-backed campaign to humiliate him.
The DP was set for a private trip to Kampala – the second time in a month – but was blocked by immigration officials at Wilson Airport. He was then made to wait five hours before his flight was cancelled.

After he was stopped from leaving the country, DP Ruto said in a cryptic tweet in Kiswahili, “it’s alright, let’s leave it to God”.

Deputy President William Ruto Sunday morning flew out to the United States, marking the beginning of his 10-day political tour that will also see him visit Britain.

He is accompanied by a 30-member delegation, including his wife Rachel Ruto and Amani National Congress (ANC) leader Musalia Mudavadi

The DP is expected to hold talks with Karen Brass, a member of the US House of Representatives, with a focus on Kenya’s economic vision, foreign policy, democracy and governance. The DP will also meet officials of the State Department and the Pentagon, as well as the Government National Security Council (NSC) Advisor.

While announcing the foreign tour on Twitter, Turkana Governor Josphat Nanok, who is also the head of Dr Ruto’s campaign secretariat, said the visit will also focus on the DP’s August presidential bid.
“Accompanying DP William Ruto on an official [whistle-stop] tour of the West, with a post 09 August 2022 message of hope and a better future for Kenyans and our nation,” said Mr Nanok.

Other leaders on the trip include Governor Anne Waiguru of Kirinyaga and Kwale’s Salim Mvurya.
Senators Susan Kihika (Nakuru) and Kipchumba Murkomen (Elgeyo Marakwet) are also part of the team.

Members of the National Assembly on the tour include Ms Soipan Tuya (Narok Woman Rep), Mr Owen Baya (Kilifi North), Ms Beatrice Adagala (Vihiga Woman Rep), Ms Alice Wahome (Kandara), Mr Kimani Ichung’wah (Kikuyu) and Mr Aden Duale (Garissa Township).
Others in the delegation include aides and support staff working at the DP’s office.

At the Carnegie Endowment for International Peace, the DP is expected to share his thoughts on how he will handle foreign policy, the fight against terrorism and trade should he win the August 9 presidential election.
Before leaving for the UK, the DP will meet Kenyans living in the US at the Mt Calvary Baptist Church in Washington.
In London, Dr Ruto will meet senior UK government officials, visit the National Counter-Terrorism Centre and speak at both the Commonwealth Secretariat and the Royal Institute of International Affairs (Chatham House).
He is also expected to speak to Kenyans living in the UK and pay a courtesy call on the Archbishop of Canterbury Justin Welby.

Deputy President William Ruto is appealing to the global community to intervene ahead of the August elections to stop attempts to influence the outcome of the presidential election.

Speaking at the Karson Institute for Race, Peace and Social Justice in Loyola University in Maryland, the DP said different government agencies were trying to manipulate people’s decisions and make decisions on their behalf.
He said there are concerns that a clique of individuals were trying to play games with the rights of others to decide and make independent decisions and choices that they believe are correct.

This is through blackmail, intimidation, and use of the criminal justice system to influence leaders and citizens to vote in a certain way through Kenya has a robust Constitution.
“As a leader, I have taken the position to speak against any attempts to try and straightjacket people into predetermined outcomes. We would have expected to do this without the baggage of blackmail and intimidation that is going on but unfortunately, that is where we are,” said Dr Ruto.
Speaking during a peace meeting at the Karson Institute in Loyola University located in Maryland on Wednesday, March 2, the second in command boldly expressed his concerns over the independence of the polls.
He described the current political atmosphere as volatile filled with threats and intimidation that are likely to influence the election outcome.

“The biggest issue is on the ballot. Is the democracy of our nation whether we truly have the opportunity to make free choices devoid of blackmail, threats, and intimidation. That’s the matter that is on the ballot,” Ruto insisted.

But the former Eldoret North MP has expressed concerns about the state of democracy in Kenya, claiming it is under threat.
“There is a huge pushback by citizens against any attempts to choreograph the next dispensation. We want to make our choices without being chaperoned, blackmailed or intimidated,” said the DP.

The US government has moved to dispel election fears raised by Deputy President William Ruto through a meeting held on Thursday, March 3.

US Assistant Secretary of State for Africa, Molly Phee, assured Ruto that the US government would support a credible and independent poll process on August 9, 2022. Phee also reiterated the US determination to foster democracy in the country ahead of the elections.

US Assistant Secretary of State for Africa, Molly Phee made the assurance today as she hosted Deputy President William Ruto at the State Department in Washington DC,” a press release from Ruto’s campaign secretariat read in part.

This follows his request to President Joe Biden’s administration to support Kenya in pushing for credible polls and avert fears of manipulation and rigging.

“Deputy President urged the US and Kenya’s other traditional friends to sustain their longstanding support to Kenya’s democratization and the conduct of a free, and credible election,” a statement by former Citizen TV presenter Hussein Mohamed stated.

Ruto had raised concerns that the elections may be manipulated. He further described the political atmosphere as volatile filled with threats and intimidation.
“The biggest issue that is on the ballot is the democracy of our nation and whether we truly have the opportunity to make free choices devoid of blackmail, threats, and intimidation. That’s the matter that is on the ballot,” Ruto stated while addressing bishops and other leaders at the Karson Institute at Loyola University

He added, “We want to make our choices without being choreographed, chaperoned, blackmailed, or intimidated.”

The former Eldoret North MP made sentiments accompanied by his Kenya Kwanza counterpart Musalia Mudavadi, Governor Anne Waiguru, Garissa MP Aden Duale, and former CAS Ababu Namwamba.

His fears on election manipulation, however, differ with the stand taken by the Independent Electoral and Boundaries Commission (IEBC) led by Wafula Chebukati who assured Kenyans of credible polls results.

Orange Democratic Movement (ODM) led by Raila Odinga has also responded to his allegations ruling out any schemes to manipulate elections.
“The call on US leaders by Ruto is curious. At what point did he change? He has on several occasions said his votes can never be stolen. Either he is preparing to reject the outcome of the polls or he has sensed defeat and is just whipping up emotions,” ODM chairman John Mbadi stated.

The second in command is expected to visit the White House for a meeting at the National Security Council before winding up his US tour.

ODM leader Raila Odinga has dismissed Deputy President William Ruto as a junior politician who has no meaningful agenda to sell to Kenyans, telling him to brace for a tough political battle at the ballot on August 9.

In a brief address to mourners at Kanga Primary School in Migori on Thursday, Mr Odinga told off Dr Ruto for “constant chest-thumping”.
He also took a swipe at the DP for referring to him as a state project following Mr Odinga’s March 2018 handshake with President Uhuru Kenyatta that has culminated in the latter endorsing him for President.

“He constantly refers to me as a state project. If he is man enough then let him face off with me on August 9 and he will know that he was once my political student,” Mr Odinga told the charged crowd.
He was speaking at the funeral of Mr Jared Osiany, the father of Industrialisation Chief Administrative Secretary David Osiany. He was with ODM deputy party leader and Kakamega Governor Wycliffe Oparanya, Kisumu Governor Anyang’ Nyong’o, Migori Senator Ochillo Ayacko, Suna East MP Junet Mohamed, and others.

(I had told you, people, to prepare for the grand march to State House. We are ready to face off with our opponents who are hell-bent on stifling the country’s economy even further. That team from Kenya Kwisha,” he said.
“There are several parties who are ready to work closely to help us secure the victory. We can only be of the essence when we are armed with enough votes. That is what will steer our team to victory,” he added.
His sentiments were shared by Mr Mohamed, who said Kenyans should brace for a major alliance that will shape the direction the country will take.

“We are in talks with other parties and will soon be sealing a deal that will give birth to the larger Azimio coalition. Already, Jubilee and ODM have sealed their deal. All we are waiting for is a formal engagement with other like-minded parties,” he said.
“I’m calling on our like-minded friends to seize the chance and get on board before the transfer window is sealed.”

Kenyan-born US-based journalist, Esther Githui of the Voice of America (VOA), became emotional during an interview with Deputy President William Ruto who is on a four-day tour of the States. Githui, who had a career stint at the government-owned Kenya Broadcasting Corporation (KBC), said that the issues of corruption and poor governance were very close to her heart and made her emotional.

In the hard-hitting interview, the Deputy President was at pains to explain why the ruling Jubilee government - which they formed with President Uhuru Kenyatta - had failed to address the blatant graft and abuse of office and power by its senior employees.

"Because you lost direction, Kenyans lost direction. This is the bigger binding issue. Look, I come from there, you know what it is here in America, people are gonna confront you and ask you the same kinds of questions. The economy of Kenya has gone so bad that what we are reading every day is killings, children being killed, people have lost their minds… What is wrong with the Kenyan fabric? It is not good at all. How are you going to address that?” Posed the journalist.

In his response, the Deputy President acknowledged that the situation in the country is bad when it comes to hunger, corruption, unemployment, and health, but noted that it was not out of control.

“It is true we have an issue, but it is not as bad as you make it look. It is not out of control,” started Ruto.
“When it comes to issuing of the government failing to feed its population, it is because we dropped the ball along the way. The fact that we removed the agricultural subsidy as the government, the whole farming chain was affected.”

He went on to state that his administration, should he ascend to power after the August 9 elections, will ensure that the agricultural and farm inputs are subsidized and modern farming methods adopted.

Pressed to explain his Hustler Movement and what it stands for and whether it was dividing people along social lines, the DP termed the narrative as misleading and crafted by people hellbent to create class wars.
“The Hustler Movement is a movement that is people-driven. It is a movement that is driven by the Bottom-Up economic model. A model that will ensure that money trickles down to the pockets of the real worker who is the farmer, the jua kali artisan, the masons, and many others,” he added.

To address the corruption pandemic in the country, Ruto stated that his government will adopt a zero-tolerance approach to graft.

“Corruption is all over our nation. Our proposal to deal with corruption is not pointing fingers or a game of accusations,” he added.
“We will start by operationalizing the Judiciary Fund. This will ensure that the cases taken before the court are not delayed. We will give financial independence to the Judiciary so that it is able to expedite the cases.”

Ruto has appeared in a series of interviews in US media during his tour. He has also held a number of meetings with leaders of the free world.
