Our public transport needs URGENT solution.

One potentially successful one is to increase the ‘distance’ between ownership and operation of public / passenger service vehicles. This is by forbidding individuals from operating the matatus by placing them in the hands of companies (with government having some stake), with all the corporate governance structures. Saccos have proven to be a bad idea which perpetuates individual ownership of vehicles used in passenger transportation. The crew would be employed on a permanent basis - with all the bells and whistles that come with permanent employment. Fare would be collected electronically, reducing the rush for cash. Any Kenyan who would want to invest in public transport would therefore need to buy shares and the shares would be traded in NSE. The buses - design, safety features, etc would be made to follow strict standards. This way it would be very easy to ensure compliance.

The rush that is being experienced is because the owner of the bus puts pressure on the crew to bring a certain amount, the rest being their take home. This is the recipe for disaster; it makes regulation and enforcement challenging because it unleashes thugs in the name of matatu crew to fight for fares, which amount to hundreds of millions daily. We all know that lots of money plus chaos breeds cartels and thuggery; this is what is ailing our matatu sector - lack of governance structures.
