Even the experts (vets) in the field have no idea what is going on. That’s how bad the situation is. Now, what else are regular supposed to conclude? The whole thing is driven by one man from State House, and that is the reason we are having this confusion. In short, someone who badly needs any credit hijacked the program and run it awfully.
