The only thing that can make land prices come down in Nairobi and decongest it is by having an efficient reliable transport system . If we had a light rain or its equivalent from Machakos , Naivasha , Muranga etc we would have a majority of Nairobians commuting everyday to work from these areas.

We don’t need to build cities. We need to build proper infrastructure to connect the towns we have, and functional county governments such that the quality of life is almost the same whether you are in Nairobi or garrisa.

A strategy worth considering could be to have legislative, executive and judiciary headquarters in different cities. Ministries could be headquartered in towns where activities concerned are concentrated, eg. having tourism ministry at the coast, agriculture in the rift valley, defense in Isiolo, etc.
