Anyone born in Kenya can become a Kenyan Citizen! Same reason when applying for passport they will need the birth certificate to process the application.
The clarification should be… what entails citizenship? Birth by Kenyan both parents ? One parent being a citizen? Both not being citizens? Or, is it straight up birthright?

Those whose parents,or one of the parent is a kenyan citizen can get Kenyan ID on condition they produce prove one of the parent or both are Kenyan.(Thats y you have to provide photocopies of parent ID)
Those who have lived in Kenya for more than 7 years,have no criminal record and are not a threat to our national security besides not having a criminal record from country of origin can apply for kenyan citizenship.

The constitution says children born in kenya and whose parents cannot be known will get citizenship as if they are kenyans but if it is established,they have to apply .A child of a dead refugee remains a refugee but since an ID is obtained at 18,thats enough time to qualify to apply .
