Actually i had a talk with a someone who knows how the office of the auditor general works. All expenses must have proper and legal documentation, all transactions must follow guidelines that are clearly laid down in law. Any transaction that does not satisfy the auditors that it followed the laid down laws is usually considered as illegal and reported as ‘unaccounted for’. This is why there is a lot of red tape in Govt transactions.
SO not all the money indicated as lost was actually lost. Its just that some of it was ‘rightfully’ spent but didnt follow the laid down policy.
