3 Tier Government Proposal

Is this really a good idea? nesting additional bureaucracy upon another layer of bureaucracy is bad for development. Kenyan tax payers’ resources will be used to pay people to do nothing but spend 5 years politicking. How does the third tier make the existing ones for efficient, effective and less corrupt?[/FONT][/SIZE]

[SIZE=4][FONT=verdana]We need to revaluate the whole thing, it does not make governance sense to have so many MPs, Senators and Governors. How can we have both an extensive federalist and semi-unitary system in one small country? Whose experiment are we trialling?[/FONT][/SIZE]

[SIZE=4][FONT=verdana]Raila further states the current devolved units are not attractive to large scale investors; very likely to be true, but what sort of investors, Land speculators and buyers…or those intend on setting game parks on agricultural land!!
We need to reduce the current counties or consolidate some of them, reducing the number of county assemblies; to reduce running cost and duplication of investment or development activities within close proximity of one another, which might lead to failure.[/FONT][/SIZE]

[SIZE=4][FONT=verdana]If we reduced the counties all we need is to set in place is an Ombudsman, at a regional level and national level whose tasks is to identify systematic issues leading to poor service or breaches of people’s rights; at the national level, to have authority and a wide mandate to deal with the public sector, and also elements of the private sector. Example, If we have a firm running a fraud scheme defrauding thousands of people, the ombudsman has the right to act on behave of the citizen.[/FONT][/SIZE]

The devolution was a manifesto from raila and his then team.
Good idea yes but to many people on the government payroll as a result.
This now is on the other hand a terrible idea, considering we already have too many positions that aren’t productive.
We need to cut down on the political positions and have more productive positions.
God knows we have the manpower, we don’t need more politicians.

Reduce the governors to eight in line with the former provinces then oversee them.

8 are too big. Let’s have 15 then have the deputy president directly in charge of all development in counties!
