One question. Do those counties have good fiber networks? Optical fiber has higher bandwidth capacity that you can easily resell without network congestion. Wimax is damn expensive(if at all its available there). Alafu pia venye @Masgwembe amesema hapo. kuchunguza soko ni muhimu. You will also need huge capital for equipment and subscription to expensive data plans. Finally, Market yourself.
